A pipeline should be supported from a foundation or a structure. The piping loads acts on foundations / structures. as these foundations / structures are built on ground, it will exert an equal and opposite reaction, while supporting the pipe.
In a pipe Shoe support, there will be some parts of support arrangement which directly connected to the pipeline and there will be some other ( Pipe Clamps, Friction Pad, RF Pad) parts which shall be directly attached to the foundation / structure supporting the pipe.
